“We do not win on the project – we win in pre-construction,” says colleague Jason Schroeder. And indeed, if 70% of the project costs are locked in during the earliest stage of design, then at least 70% of probable success is determined in the PreConstruction Phase – which in recent years overlaps with design. PreConstruction has become far more than building strategy, procurement and buy-out.
